Get the watch face list v3

• IDOWatchListModel

• IDOWatchItemState

Function table: use this API when getNewWatchList == true; otherwise use Get the watch face list v2.

Optional request state (query bitmask) is valid only when firmware enables supportWatchFileListUseVersion.
